 *ഭിന്നശേഷി സൗഹൃദമായി ജലഗതാഗതവകുപ്പ്‌ ; യാത്രാപാസ്‌ ഓൺലൈനായി നേടാം*


ഭിന്നശേഷിയുള്ളവർക്കായി  ഓൺലൈൻ പാസ്‌ ബുക്കിങ് സംവിധാനമൊരുക്കി സംസ്ഥാന ജലഗതാഗത വകുപ്പ്‌. അപേക്ഷകൾ എഴുതി നൽകുന്നതിന്‌ പകരമായി  https://serviceonline.gov.in എന്ന വെബ്സൈറ്റ്‌ വഴി സമർപ്പിച്ച്‌ അതിവേഗത്തിൽ പാസ്‌ ലഭ്യമാക്കുന്ന സംവിധാനമാണിത്‌. കൊച്ചിയിൽ സംഘടിപ്പിച്ച ചടങ്ങിൽ ഗതാഗതമന്ത്രി കെ ബി ഗണേഷ്‌കുമാർ ഓൺലൈൻ കൺസഷൻ പാസ്‌ പോർട്ടൽ ഉദ്‌ഘാടനം ചെയ്‌തു.


പാസ്പോർട്ട്‌ സൈസ്‌ ഫോട്ടോ, ഭിന്നശേഷി തെളിയിക്കുന്ന  സർട്ടിഫിക്കറ്റിന്റെ പകർപ്പ്‌ എന്നിവമാത്രമാണ്‌ രേഖകളായി സമർപ്പിക്കേണ്ടത്‌. 30- മുതൽ 70 ശതമാനം വരെ ഭിന്നശേഷിയുള്ളവർക്ക്‌ ടിക്കറ്റിന്റെ 30 ശതമാനം വരെ മാത്രമായിരിക്കും നിരക്ക്‌. 70 ശതമാനത്തിനുമുകളിൽ ഭിന്നശേഷിയുള്ളവർക്ക്‌ സൗജന്യനിരക്കിലും യാത്ര അനുവദിക്കും.


ഡിജിറ്റൽ ഒപ്പോടുകൂടിയ സർട്ടിഫിക്കറ്റ്‌ അനുവദിക്കുന്നപക്ഷം  ഓൺലൈൻ പോർട്ടലിൽ നിന്ന്‌ ഡൗൺലോഡ്‌ ചെയ്ത്‌ പാസായി ഉപയോഗിക്കാം. രണ്ടുവർഷമാണ്‌ പാസിന്റെ കാലാവധി. വകുപ്പിന്റെ ബോട്ടുകളിൽ ദിവസം എത്രതവണ വേണമെങ്കിലും പാസ്‌ ഉപയോഗിച്ച്‌ യാത്രചെയ്യാം

How to obtain loan

 

 


The National Divyangjan Finance and Development Corporation extends loan to the persons with disability through the State Channelising Agencies nominated by the respective state governments/U.T.s
Applications on prescribed format are submitted through the State Channelising Agencies. Projects upto Rs. 50.0 lakh are sanctioned by State Channelising Agency and projects more than Rs. 50.0 lakh are sanctioned by NDFDC.

 

Nationalised Banks / Regional Rural Banks-

 
The National Divyangjan Finance and Development Corporation extends loan to the persons with disability through Punjab National BankAndhra Bank, IDBI Bank and also through Regional Rural Banks in the State of Haryana, Gujarat, Uttar Pradesh and Uttaranchal.

 

MFIs -

 
For very poor borrowers, the corporation has Vishesh Microfinance Yojana. Under the scheme, the prompt and need based finance provided for the target group and activiites at reasonable rate of interest through NBFC-MFI, Section-8-MFI and NGO-MFI, SHG Federations, State Government Missions and other state level organisations to pursue small/micro business and developmental activities.These institutes will apply in the prescribed application form along with all relevant details & documents for providing loan to the poor borrowers.

What discount is provided?

A 50% discount on the basic fare in Economy class is provided to people with disabilities. There is no rebate on taxes and other charges. Only the basic fare is subsidized in this case. The destination can be anywhere in India and the India-Nepal routes.


One will have to book the ticket at least 7 days before the travel date. The tickets are valid for one year from the date of issue. the passenger with disability can cancel or change the ticket. The discounted tickets are refundable. However, various fees may be applied in case of cancellation / change / refund of tickets.


If children are accompanying the passenger with disability, they will not receive any concession. However, a concession of Rs. 1000 is available for the ticket of one accompanying infant (a child under 2 years of age).


Who is eligible?

Only Indian citizen who is:


Persons with locomotor disability should have at least 80% disability, and is inclusive of those who have Paraplegia, Hemiplegia, Cerebral Palsy, severe cases of Poliomyelitis, Kyphosis, Muscular Dystrophy and/or Amputation. Or

Persons with vision disability should have 100% visual impairment. Or

Armed forces officers who became disabled during war time are also provided discounts in air fare. (Not only officers but their family members (i.e. spouse, dependent children between 02 and 26 years of age and dependent parents) are also given the discounted air fare)

photo Id proof, example Aadhar, PAN card, passport etc.

Additionally, Armed-forces officers would need to produce the official ID card issued to the serving personnel and dependent card issued to the family members.

Discounted Air Tickets for medical patients or Stretcher Users

Additionally, Air India provides a discount of up to 4 times the basic fare for a passenger who is on stretcher. Such a passenger must be accompanied by at least one able bodied person who can take care of the person on stretcher. Please note persons who are suffering from contagious diseases or whose behaviour might be hazardous to other passengers or the aircraft, will not be allowed boarding. A Performa for Stretcher Passenger should be submitted and be duly filled and signed by the passenger or next of kin or escort and the attending Physician. If this ticket is cancelling one hour or less before the departure, refund will not be made. Otherwise the ticket can be cancelled, changed, and refunded.

ഭിന്നശേഷിയുള്ളവര്‍ക്ക് ആനുകൂല്യം സുഗമമാക്കാന്‍ ഉപകരിക്കുന്ന ഏകീകൃത തിരിച്ചറിയല്‍ കാര്‍ഡാണ് UDID  കാർഡ്‌.

UDID (Unique Disability ID) കാർഡിന് ഉള്ള അനുകൂല്യങ്ങൾ പലതുമുണ്ട്, അവയിൽ പ്രധാനമായവ ചിലത്:


1. **ആധികാരിക തിരിച്ചറിയൽ**: UDID കാർഡ് ലഭിക്കുന്നവർക്ക് ഒരു സാക്ഷ്യപത്രം ആയി ഇത് ഉപയോഗിക്കാം. ഇത് ഒരേന്തായല്ലെങ്കിലും ഒരു ഉദ്ദേശ്യത്തിലും അംഗീകരിക്കുന്നതാണ്.


2. **സാമൂഹ്യ ക്ഷേമ പദ്ധതികൾ**: UDID കാർഡുടമകൾക്ക് വിവിധ സർക്കാർ പദ്ധതികൾ, സബ്സിഡികൾ,  ആനുകൂല്യങ്ങൾ എന്നിവ ലഭിക്കാനായി ഉപയോഗിക്കാം. ഇതിൽ ആരോഗ്യസേവനങ്ങൾ, വിദ്യാഭ്യാസ സഹായം, തുക കുറഞ്ഞ യാത്രാ സൗകര്യങ്ങൾ, ടാക്സ് ഇളവുകൾ എന്നിവ ഉൾപ്പെടുന്നു.


3. **ഡിജിറ്റൽ പ്രാപ്യത**: UDID ഒരു ദേശീയ ഡാറ്റാബേസിൽ രജിസ്റ്റർ ചെയ്യപ്പെടുന്നു. ഇതിലൂടെ കാർഡിനുള്ള അപേക്ഷ, പുതുക്കൽ, ഇലക്ട്രോണിക് അഡ്മിനിസ്ട്രേഷൻ എന്നിവ വളരെ എളുപ്പമാക്കുന്നു.


4. **സംസ്ഥാന-കേന്ദ്ര പദ്ധതികൾ**: UDID കാർഡ് ഉള്ളവർക്ക് സംസ്ഥാനതലത്തിലും കേന്ദ്രതലത്തിലും വിവിധ പദ്ധതികളിൽ പരിഗണന ലഭിക്കും.


5. **അപേക്ഷ പ്രക്രിയ എളുപ്പത്തിൽ**: വ്യത്യസ്ത തിരിച്ചറിയൽ രേഖകൾ ഉപയോഗിക്കുന്നതിന് പകരം UDID ഉപയോഗിച്ച് ഒരൊറ്റ രേഖയുടെ അടിസ്ഥാനത്തിൽ വിവിധ ആനുകൂല്യങ്ങൾ ലഭ്യമാക്കാം.


UDID കാർഡ് വഹിക്കുന്നവർക്ക് അവരുടെ അവകാശങ്ങളും ആവശ്യങ്ങളും എളുപ്പത്തിൽ ഉറപ്പാക്കാൻ ഇതൊരു സഹായകമായ ഉപകരണം കൂടിയാണ്.


UDID കാർഡിന് അപേക്ഷ നൽകാനുള്ള പ്രക്രിയ സാങ്കേതികമായി എളുപ്പമുള്ളതാണ്. ഇതിൻ്റെ ഘട്ടങ്ങൾ ചുവടെ വിവരിച്ചിരിക്കുന്നു:


### 1. **വെബ്സൈറ്റ് സന്ദർശിക്കുക**

   - ആദ്യം, [UDID കാറഡ്](https://www.swavlambancard.gov.in/) എന്ന ഔദ്യോഗിക വെബ്സൈറ്റ് സന്ദർശിക്കുക.


### 2. **അപേക്ഷ ഫോമിന്റെ ഭാഗം പൂരിപ്പിക്കുക**

   - ഹോം പേജിൽ “**Apply for Disability Certificate & UDID Card**” എന്ന ഓപ്ഷൻ തിരഞ്ഞെടുക്കുക.

   - നിങ്ങളുടെ വ്യക്തിപരമായ വിവരങ്ങൾ, ആരോഗ്യവിവരങ്ങൾ എന്നിവ കൃത്യമായി പൂരിപ്പിക്കുക.


### 3. **ആവശ്യമായ രേഖകൾ സമർപ്പിക്കുക**

   - **ആധാർ കാർഡ്** അല്ലെങ്കിൽ തിരിച്ചറിയൽ രേഖ.

   - **അംഗവൈകല്യ സർട്ടിഫിക്കറ്റ്** (ഡോക്ടറുടെ മെഡിക്കൽ സർട്ടിഫിക്കറ്റ്).

   - അപേക്ഷ സമർപ്പിച്ച ശേഷം, ഒരു സർക്കാർ ആശുപത്രിയിൽ നിന്ന് അല്ലെങ്കിൽ അംഗീകൃത മെഡിക്കൽ ബോർഡിൽ നിന്ന് മെഡിക്കൽ വിലയിരുത്തലിന് പങ്കെടുക്കേണ്ടി വരാം. അവയവ വൈകല്യത്തിന്റെ തീവ്രത അടിസ്ഥാനമാക്കി സർട്ടിഫിക്കറ്റ് നൽകപ്പെടും.


### 5. **അപേക്ഷയെ ട്രാക്ക് ചെയ്യുക**

   - നിങ്ങൾക്കു അപേക്ഷയ്ക്കു ശേഷമുള്ള അപ്ഡേറ്റുകൾ UDID വെബ്സൈറ്റിൽ **Check Status** എന്ന ഓപ്ഷനിലൂടെ ട്രാക്ക് ചെയ്യാം.


### 6. **UDID കാർഡ് ലഭിക്കുക**

   - മുകളിൽ കാണിച്ചിരിക്കുന്ന പ്രക്രിയകൾ പൂർത്തിയായാൽ, നിങ്ങളുടെ UDID കാർഡ് പോസ്റ്റൽ മാർഗ്ഗം നിങ്ങളുടെ വിലാസത്തിൽ ലഭ്യമാക്കും. ഡിജിറ്റൽ കോപ്പി ഡൗൺലോഡ് ചെയ്യാനും സാധിക്കും.

Matru Jyothi -Financial assistance for PwD mothers

 This scheme implemented by the Social Justice Department provides a financial assistance of Rs 2,000/- to differently abled mothers coming under the purview of RPwD Act 2016.  As per the scheme financial assistance will be provided to the differently abled mothers until the child turns 2 years. The scheme is implemented as per G.O.(Rt)No.268-2020-SJD dated 23-06-2020.

Financial assistance to Disabled students pursuing (10th, +1, +2 equivalent exams)

 As per disability survey conducted in 2015 there are 7,93,937 differently abled persons having 21 types of disabilities. A person becomes disabled by birth or because of an accident or disease. The differently abled persons face many hurdles in their day to day life. About 90 percent of the disabled persons may not have received even primary education.  They are forced to give up studies due of various factors, such as difficulty in going to educational institutions and due to inadequate road facilities. The Social Justice Department has initiated a scheme that provides financial assistance to such school dropouts to pursue SSLC, +1, +2 equivalent courses implemented by State Literacy Mission.

Eligibility criteria:-

  • Differently abled students with 40% or more disability are eligible to apply

  • Financial assistance will be provided to students falling in APL as well as BPL categories.

      Benefits:-

  • For SSLC/10th class- Rs. 1750/- for course fee and Rs. 500/- for Exam fee, Rs. 100/- for Registration fee

  • +1 class -Rs. 1950/- for course fee and Rs. 700/- for Exam fee, Rs. 100/- for Registration fee, Rs. 200/- for Admission fee

  • +2 class-Rs. 1950/- for course fee.

     How to apply

The list of beneficiaries will be prepared based on the applications collected through the Anganwadi workers and enquiry by the concerned Child Development Project Officers (CDPOs). The applications can be submitted to the District Social Justice Officers (DSJOs) also. The DSJOs have to make sure that the applicants have completed their courses and that the certificates issued by State Literacy Mission have been correctly distributed to the respective applicants in that academic year.

Scholarship for Disabled students pursuing Degree, PG courses (Distance Education)

 Eligibility criteria: -

  • Disabled students pursuing Degree, PG courses through Open universities, Distance education or through Private registration (Universities inside Kerala) are eligible to apply for scholarship.

  • Annual family income should not exceed Rs. 1,00,000/-

  • Disabled students pursuing Degree, PG courses are eligible

  • Only those who are appearing for the exam each year will be eligible for further financial assistance.

Benefits:-

  1. The scholarship is being provided for meeting the expenses of Registration fee, Course fee, Tuition fee, Exam fee, Purchase of books, study materials, etc. The amount of assistance has been fixed at a maximum of Rs. 10,000/-

How to apply:-

The duly filled application forms have to be submitted to the concerned Child Development Project Officers (CDPOs). The CDPOs have to conduct an enquiry and scrutinize the documents and submit the same to the respective District Social Justice Officers.

Marriage Assistance to differently abled women and to daughters of differently abled parents



Parinayam is a novel initiative of Social Justice Department for providing Marriage Assistance to physically handicapped girls and the daughters of physically handicapped parents. Thorough this scheme an amount of Rs.30,000/-.will be provided to the beneficiaries as one time assistance.

  • Combined Annual family income should not exceed Rs 1,00,000/- 

  • Applications for Assistance can be submitted for the marriage of 2 daughters. The only condition applicable is that the application for second child's marriage can be submitted only after 3 years after the initial grant of allowance.

  • While submitting the application for marriage assistance the bride should have completed 18 years of age.

  • Birth Certificate (from Corporation/ Municipality/Panchayath) showing that the bride is the daughter of disabled person

  •  Applicant's Family Income certificate from the concerned Village Officer.

 The disabled students studying in Schools, Colleges and those who attending Professional, PG courses and technical trainings are being given scholarship by Social Justice Department. The annual family income of the applicant should be below Rs.36,000/- and they should obtain 40% marks in the examination in the previous year.

Guidelines for applying:-

  • Disability category of students (Blind / Deaf / Orthopedically handicapped/ Mental Retardation).

  • Disability percentage (40 % or more.)

  • Combined Annual income of the family should not exceed Rs 36,000/-

  • Those students who have not obtained 40% marks in the examination in the previous year need not apply. 

  • In case of Blind students Reader’s allowance will be provided.

How to avail-

  1. The applications must be submitted after the commencement of Academic year (within 3 months)

  2. The duly filled application forms must be submitted to the concerned District Social Justice Officer. 

  3. The Application form must be filled in completely; incomplete as well as late applications will be rejected. 

  4. Attested copy of Disability certificate from Medical Board.

  5. Income certificate from the concerned Village Officer.

Financial Assistance to visually impaired Advocates





In the scheme for the payment of financial assistance to visually impaired Advocates the annual income of the family should not exceed Rs. 1,00,000/-. The applicant under this scheme shall be eligible for an exgratia non-recurring grant of Rs.3500/- for the purchase of books, provisional suits etc., and they are being paid reader's allowance @ Rs.5000/- per month for a period of 10 years.


The applicant shall satisfy the following conditions for being eligible for financial assistance :-


He/She shall be a native and resident of Kerala State


He/She shall be an advocate practising in anyone or more Courts in Kerala


The combined annual income of the applicant and his/her family from all sources shall not exceed Rs. 1,00,000/-


Documents to be produced with duly filled application form:-


Income certificate issued by the concerned Village Officer in the prescribed form showing the combined annual income of the applicant and his family from all sources.


Certificate in the prescribed form from the Presiding Officer of anyone of the Courts in a Court/Centre where the applicant is practising, to the effect that the applicant is practising as an Advocate in the Court /Centre.


Medical Certificate from an eye specialist in case of visually impaired advocate / Medical certificate from an Ortho specialist in case of Orthopaedically Handicapped advocate


Educational qualifications and professional certificate of both the advocate and reader assistant duly attested by a Gazetted Officer of the State Government. The person engaged as reader assistant for blind advocate should have passed atleast S.S.L.C


The duly filled application forms along with the documents prescribed has to be submitted to the Director of Social Justice

Distress Relief Fund for the Differently Abled (Medical Treatment)

 

As per G.O(MS) 4/95 SWD, dated: 24-01-1995, Govt. sanctioned the Distress Relief Fund for the disabled persons. An amount of Rupees One crore has been deposited in Treasury as corpus fund. The interest accrued from the fund is being utilized for giving financial assistance for disabled persons for the following purposes:


For medical treatment, including surgery.


To persons who become handicapped due to accidents.


For any other purpose which are not covered by the existing schemes for the handicapped.


The maximum amount of financial assistance per person a year has been fixed at Rs.5,000.


Those handicapped persons whose annual income does not exceed (Rs 20,000/- in Rural areas and Rs. 22,375/- in Urban area) shall be eligible for financial assistance. Physically handicapped persons shall include the following categories:-


a. Blind


b. Deaf and Dumb


c. Orthopaedically Handicapped


d. Mentally Challenged


e. Persons in BPL category having 40 % disability or more


Applications for financial assistance can be submitted to the concerned District Social Justice Officer (DSJO). The DSJO shall forward the applications to the Secretary to Govt.- Social Justice Department in the Secretariat with recommendations duly certifying the eligibility after personal enquiry in the individual cases with copy to the Director of Social Justice.

Scheme for providing Assistive devices to Differently abled persons

 It has been identified that there are 7,94,834 persons having 22 different types of disabilities as per the 2015 Disability survey conducted in Kerala, in which majority of them are suffering financially. Due to mobility impairment the Persons with Disabilities (PWDs) encounter many barriers to education, while travelling, earning job, etc.

Social Justice Department has initiated a new scheme which provides assistive devices to differently abled persons for improving their quality of life in terms of mobility, communication and for performing their daily activities. There are a wide range of assistive devices available to meet the needs of person with disabilities like Joy stick operated Wheel chair, Smart Phone with screen Reader, Daisy Player, CP Wheel Chair, Talking Calculator, etc.  By use of these Aids & assistive devices, people with disabilities become independent and their participation in the society increases.

Eligibility Criteria

  • Disabled persons with 40% or more disability are eligible to apply

  • Combined annual family income should not exceed Rs. 1,00,000/-

  • Those PWDs who have already received assistive devices from Agencies/ Non-Governmental organizations/Government organizations are not eligible to apply.

  • The Medical Board should certify that the applicant is capable to use the assistive device.

The District Social Justice Officers must invite applications through Newspaper advertisements as well as through Anganwadi centres and the applications thus received will be scrutinized by Child Development Project Officers.  The eligible beneficiaries will be provided with the assistive devices purchased through open tender/ or from accredited agencies.
