Special Assistance to PH

Special Employment Assistance to Physically Handicapped job seekers is rendered through all Employment Exchanges in the State. In addition there are 6 Special Employment Exchanges, and 9 Special Cells exclusively for the Physically Handicapped job seekers. Camp registrations are held in remote areas to render employment services to the Physically Handicapped incapable of coming to the Employment Exchanges. 
Special concession is given to Physically Handicapped job seekers. They are given special consideration in the renewal of registration. They are given concession in the upper age limit ranging from 10 years to 15 years. They are included in the priority group. One Physically Handicapped candidate is submitted additionally to the employer against each State Government vacancy notified in the Employment Exchanges. They are given certain concessions under the Unemployment Assistance Scheme and Self Employment Scheme.
Special Employment Exchanges are set up in certain districts exclusively for the physically handicapped candidates and some placement cells are functioning in some selected Employment Exchanges for the welfare of the Physically Handicapped candidates. Free coaching classes also are conducted for them to enable them to appear for various competitive examinations with confidence.
Persons having the following disability with the percentage specified are considered for concessions set apart for the Physically Handicapped.
1) Locomotor/ Orthopedic Handicaps Minimum 40% disability
2) Speech and Hearing / Deaf and dumb Handicaps Minimum 40% disability
3) Visual Handicaps/Blind  Minimum 40% disability
4) Mentally retarded  Minimum 40% disability
5) Speech disability only Minimum 50% disability
6) Hearing disability only Minimum 50% disability
Persons having disability should approach any one of the District Medical Board, Medical Board at Medical Colleges or Taluk Medical Boards as the case may be. The Board will examine them and issue Physically Handicapped Certificate.
Age relaxation
Physically Handicapped candidates are eligible for age relaxation as follows,
For Central Government vacancies the physically handicapped are exclusively eligible for an age relaxation of 10 years in their upper age limit. But against State government /State Government (Quasi) vacancies age relaxation allowed is as follows.
Loco motor / orthopedically disabled 10 Years.
Speech and Hearing/Speech /Hearing Disabled 15 Years
Visually disabled 15 Years
Mentally retarded 10 Years
In addition to this they can enjoy the usual age relaxation allowed to SC/ST/OBC/Ex-Service etc,
However the maximum age for considering against State Government/State Government (Quasi) vacancies is limited to 50 years
Some vacancies are not suitable for physically handicapped
eg:     a) those jobs requiring good physique for which PH candidates are not  suitable.
    b) Visually handicapped persons for clerical work.
Regularisation of temporary Physically Handicapped employees in Government Service
Physically Handicapped candidates who were temporarily recruited through Employment Exchanges to various state government vacancies have been given reappointment and have been regularized from time to time. These periods are as follows. 
1) 1981 (SAARC international year of the disabled).
Vide circular 53282/SDI/8 dated 02/06/82.
G.O.(P)No.147/84/GAD dated 11/05/84.
2) 01/01/97 to 31/12/97 (Golden jubilee year of Independence)
Vide G.O.(P) No.32/98/P&ARD dated 28/09/98
3) 01/01/98 to 14/8/98 (Golden Jubilee Year of Independence)
Vide G.O. (P) NO.10/99/P&ARD dated 17/05/99.
Unemployment allowance for physically handicapped registrants?
The criteria for unemployment allowance to physically handicapped registrants are
1) Age 20 -35
2) 2 years continuous registration seniority after attaining the age of 18.
3) S.S.L.C. (Should appear for S.S.L.C Examination through proper schooling)
4) Annual family income should not exceed Rs.12,000/
5) Monthly personal income should not exceed Rs.100/
Steps taken to enhance employability, employment scope and employment rate of Physically Handicapped registrants
To enhance the employability of physically handicapped they are given,
Educational guidance,
Vocational guidance,
Coaching classes for competitive examinations,
Seminars etc
One day coaching cum guidance class is given to those physically handicapped registrants nominated by Employment Exchanges every month, to enhance the employment scope of physically handicapped,
Prospective employers are contacted and special appeal is made to employ physically handicapped persons.

SARANYA ( Employment Department )

SARANYA

Saranya (Self Employment Scheme for the Destitute Women)
Government Order 2
Scheme
This scheme was sanctioned vide GO(P)No.81/2010/Labour date 24.07.2010. Saranya is the new self-Employment scheme introduced by the State Government for uplifting the most backward and segregated women in the State, namely widows, divorced, deserted, spinsters above the age of 30 and unwedded mothers of Scheduled Tribe.
Interest free bank loan of upto Rs. 50,000 is given for starting self-employment ventures, out of which 50% is re-imbursed as Government subsidy subject to a maximum of Rs. 25,000/- through Employment Department. Repayment will be in 60 equal monthly installments.
If the venture requires an amount above the limit of Rs.50000/, the applicant has to remit her beneficiary contribution of 10% of that amount. More over, the  beneficiary has to remit 3% as interest at flat rate for the amount she avails in excess to Rs. 50000/.
This scheme is intended for individual ventures, but it is also allowed to start joint venture by more than one entrepreneurs. Each person of this joint venture will get maximum amount of loan and its subsidy.
The beneficiary is exempted from providing any security for the loan amount.
Eligibility
All unemployed widows, divorced, deserted, spinsters above the age of 30 and unwedded mothers of Scheduled Tribe in the live Register of Employment Exchanges between the age limit 18 - 55 except in the case of spinsters,  are eligible.
Widows(wife of late) means, the woman whose husband is deceased and she has not remarried till date.  Certificate is to be obtained from the Village Officer/President of the Grama Panchayath or Chairman of the Municipal Corporation or the Mayor of the Corporation as the case may be.
Divorced woman means, the woman who has been divorced through a court of law or through her religious organization. Certificate to the effect that she has not remarried till date is to be obtained from the Village Officer.
Deserted means woman deserted by her husband/ woman whose husband is missing means woman whose husband is absconding or otherwise missing for the last seven years. Such woman should produce certificate from the Tahsildar to this effect and also that she has not remarried till date.
Spinsters means unmarried woman means a woman who has completed the age of 30 years as on 1st April of the year of application and not yet married. Certificate to this effect is to be produced from the Village Officer.
Unmarried mother means unmarried mother who belongs to Scheduled Tribe Category means woman who belongs to Scheduled Tribe Category and became mother without having married. Certificate to this effect is to be obtained from the Village Officer stating clearly the caste and community in the certificate.
The annual family income should not exceed Rs.1,00,000/-. Preference will be given to those with professional or technical qualification.
Implementation
Application forms are available free of cost from the Employment Exchange where the candidate is registered and is to be submitted there along with the detailed project report and income certificate from the village officer.
Primary verification of the application will be conducted at the Employment Exchange regarding the correctness of the data filled in  the application, income certificate, community certificate, certificate regarding their marital status etc. Then if it is submitted in the Town Employment Exchange, it will be forwarded to the District Employment Exchange concerned.
Scrutinised applications are submitted by the District Employment Officer to the District Committee for sanctioning loans. Sanctioning authority is the District Committee for Saranya where District Collector is the Chairman and District Employment Officer is the Convener. Government of Kerala is the appellate authority.
Demand draft for the loan amount is directly sent to bank account of the applicant from the Employment department. The beneficiaries of Saranya Self Employment Scheme will be considered for regular vacancy only and not for temporary vacancy.
Monitoring
The Director of Employment is the controlling officer of the scheme. The scheme is monitored through the District Employment Officers and Employment Officers of Town Employment Exchanges.
If the beneficiary does not repay 3 consecutive installments, two reminders will be sent. If no reply is received, revenue recovery action to realize the loan amount with interest will be initiated. Moreover, if it is found later that the loan amount is utilized for other purposes than the project sanctioned; the full amount including the subsidy will be recovered through revenue recovery.

MPJC SC ( Employment Department )

MPJC SC

MPSC/JC (Multi-Purpose Service Centres/Job clubs)

Scheme
This scheme was sanctioned vide GO(P)No.143/2007/Labour date 28.10.2007. MPJC is a group oriented self-employment scheme for development of enterprises in the unorganised sector. This scheme contemplates establishment of multi-purpose service centres under duly constituted groups of qualified and registered unemployed persons, in the unorganised sector.
Bank loan up to Rs. 10,00,000 is given for starting self-employment group ventures of 2 to 5 members, out of which 25% subject to maximum of Rs. 2,00,000/- is re-imbursed as Government subsidy through Employment Department. The scheme is incorporated with Credit Guarantee Scheme.
In the job club there should be 2 to 5 members and one among them will be the team leader. Other members will be partners. A partnership agreement in a stamped paper of Rs.50/ is to be signed by them. They are individually, collectively and equally responsible for satisfying the conditions stipulated by the financial institutions in respect of providing security/ guarantee, for the successful implementation of the project and for the repayment of the loan amount. 
Eligibility
All unemployed persons in the live Register of Employment Exchanges between the age limit 21 - 40 with relaxation in the upper age limit of three years to OBC applicants and 5 years to SC/ ST/PH applicants are eligible. The annual family income should not exceed Rs.1,00,000/-. Beneficiary contribution is 10%.
Educational Qualification should suit the project selected. Preference will be given to those with professional or technical qualification, graduate woman and beneficiaries of unemployment dole scheme.
Implementation
Application forms are available free of cost from the Employment Exchange where the candidate is registered and is to be submitted there along with the detailed project report and income certificate from the village officer.
Primary verification as regards to age, income, skill and qualification to implement the project, correctness of the documents submitted etc will be done in the District Employment Exchange by the Employment Officer of the Self Employment Unit.
Scrutinised applications are submitted by the District Employment Officer to the District Committee for sanctioning loans through Nationalised Banks, District Co-operative Banks and Scheduled Banks. Sanctioning authority is the District Committee for MPSC/JC where District Panchayat President is the Chairman and District Employment Officer is the Convener. Government of Kerala is the appellate authority.
MPSC/JC beneficiaries will not be submitted against temporary vacancies but will be considered for regular vacancies.
For availing loan under this MPSC/JC the beneficiary can avail the benefit of Credit Guarantee Trust Scheme for Micro and Medium enterprises. If the scheme belongs to the sector of service/industry, this Trust will stand as surety for the loan amount. To avail this benefit, the beneficiary has to remit 1.5% for the first year and 0.75% thereafter of the total loan amount to this Trust.
When the loan is sanctioned a joint loan account is to be opened in the names of all the job club members. 10% of the total project cost is to be remitted in this loan account. Then the financial institution will inform the District Employment Officer about the sanctioning of the loan. The District Employment Officer will send the subsidy amount by means of Demand Draft to the loan account  of the beneficiaries.
Monitoring
The Director of Employment is the controlling officer of the scheme. The scheme is monitored through the District Employment Officers.

KESRU ( Employment Department )

KESRU 99 (Kerala Self Employment Scheme for the Registered Unemployed)

Scheme
The scheme was sanctioned vide G.O.(P)No.40/99/Labour dated 30.03.1999
Bank loan up to Rs. 1,00,000 is given for starting self-employment ventures to individuals, out of which 20% is re-imbursed as Government subsidy through Employment Department. The spouse or parents of the beneficiary will be the guarantor. Beneficiary contribution is not mandatory.
Eligibility
All unemployed persons in the live Register of Employment Exchanges between the age limit 21 - 50 with annual family income not exceeding Rs.1,00,000/-
Educational Qualification should suit the project selected. Preference will be given to those with professional or technical qualification, woman having graduation and beneficiaries of unemployment dole scheme. Students are not eligible for applying under KESRU
Implementation
Application forms are available free of cost from the Employment Exchange where the candidate is registered and is to be submitted there along with the project report and income certificate from the village officer. After a preliminary verification in the Employment Exchange the applications which are found eligible are forwarded to the District Employment Exchange concerned for scrutiny.
Scrutinised applications are submitted by the District Employment Officer to the District Committee for sanctioning loans through Nationalised Banks, District Co-operative Banks, Scheduled Banks and KSFE. Sanctioning authority is the District Committee for KESRU where District Panchayat President is the Chairman and Employment Officer(Self Employment) is the Convener. Regional Deputy Director of Employment is the appellate authority.
KESRU beneficiaries will not be submitted against temporary vacancies but will be considered for regular vacancies.
Appeal Authority
For rejection on matters related to Employment Exchange level verification, the Applicant can submit his appeal to the concerned Regional Deputy Director of Employment

Monitoring
The Director of Employment is the controlling officer of the scheme. The scheme is monitored through the Employment Officers(Self Employment) of the concerned District Employment Exchanges.

The Government of Kerala has given utmost importance to carry out social welfare measures covering the needy sections of the population. Kerala has taken the lead to show that state can provide social security to all those in need by harnessing its resources and mobilizing public participation. Kerala Social Security Mission (KSSM) is a Charitable Society under the Department of Social Justice. The Mission has made tremendous impact on the Social life of Kerala within a short span of time, by implementing various schemes like ‘Cancer Suraksha’, ‘Thalolam’, ‘Vayomithram’, ‘Disability Certification Camp’, ‘Snehasparsham’, ‘Snehapoorvam’, and Our Responsibility to Children.

Through hard work, thoughtful stewardship, and single- minded focus on the needs of the society, we strive to make a lasting difference among the lives of children, elderly, Persons with Disability, Chronically ill, bedridden patients their families & community.Unsheltered, diseased, uncared, neglected, deviant people usually do not have a place in the modern society. However, this stark reality, if once encountered leaves a wound that does not heal unless cared for and nurtured.
This isolation and agony are a result not only of the radical changes in the economic arena, but also due to the rapid phases in the social, technological, scientific and medical scenario. Keeping this as the focus “We - Care’ intends to extend its hands to the public initiating them not only to help economically, but also making them realize the potential of the people being an impending power and aid to the government in promoting such humanitarian activities. 
The tasks of the Social Security Mission are challenging, while identifying Kerala’s Social needs are easy, their redress is not. The Government of Kerala has begun these efforts by starting Kerala Social Security Mission with a corpus fund of the State Government. There are limitations to what a government can do alone. It needs a support from all philanthropists and the leading organizations to move forward and enlarge the programmes with newer initiatives that result in relevant social impact.
To achieve this aim, Social Justice Department proposes to start a gateway “We - Care” to mobilize funds. This is basically a relief fund to address the social security needs of the society. The donations/ Contributions from the public/ organizations can be collected under this project. The funds mobilized through the Payment Gateway will not be utilized for administrative purposes or overhead charges. Monitoring of this project will be assessed through statutory financial audit & social audit. Kerala Social Security Mission is proposing we - care not only to collect contribution for various charity programmes but also to propagate the message of charity, civic sense and social responsibility among the society.
VISION 
To work as an umbrella organization which designs, implements, co-ordinates, assits and facilities various social security and social service activities in an effective and sustainable way. 
AIMS & OBJECTIVES
  •  To formulate/generate a relief fund to support/assist and individual/group who are in dire need of social security.
  • To design and implement social security schemes as joint venture with the corporate, PSUs, Foundations, NGO’s individuals and LSGDs.
  • To mobilize reserve fund for the existing social security schemes of Kerala Social Security Mission.
  •  To design social security schemes as per the need and demands in the society.
  • To develop individual beneficiary targeted care and support system
MANAGEMENT
We- Care will function under department of social justice. Kerala Social Security Mission will be the nodal agency and We- Care will be implemented as sub-mission. We care will have 4 levels of administrative structure.
  • Implementation team: Executive Director, KSSM- convener Assistant Director KSSM Administrative Officer Programme Co-Ordinator.
  •  Review and Implementation Committee Director Social Justice – Chairman Executive Director, KSSM- Convener Assistant Director, KSSM.
  • Executive Committee (Same as KSSM Executive Committee) Secretary Social Justice – chairman Secretary Finance
  • Director Social Justice Executive Director, KSSM- Convener One member nominated from Governing Body of KSSM. Governing Body- same as Governing Body of Kerala Social Security Mission with Hon: Minister Social Justice as chairman and secretary social justice as vice chairman. An advisory committee will be formed by nominating prominent persons from various fields of the society.
DUTIES AND RESPONSIBILITIES:-
  • Implementation team:
    1. The day to day administration and implementation of We care
    2. Scrutinization and sanction of specific requests for help, within the financial power of the Executive Director, on day to day basis. Minimum required staff will be appointed on contract basis for supporting implementation team for effective and smooth functioning of WE-CARE project. Detailed proposal will be submitted to Government at appropriate time in this regard.
  • Review and implementation Committee:
    1. Review and ratification of decisions taken by implementation team.
    2. Sanction of specific requests for help, within the financial power of director social justice on weekly basis.
    3. Approval of the specific projects up to 25 lakhs.
    4. Approval of joint ventures amounting up to 25 lakhs.
  •  Executive Committee:-
    1.  Supervision, Monitoring and review of the We- Care on monthly basis .
    2. Approval of the specific projects up to 1 crore.
    3. Sanction of specific requests for help, within the financial power secretary Social Justice, on monthly basis .
    4. Approval of joint ventures amounting up to 1 crore.
  • Governing Body:-
    1. Policy decisions .
    2. Approval of the specific projects above 1 crore.
    3. Sanction of specific requests for help, above the financial power of Secretary Social Justice, on bi-monthly basis.
    4. Approval of joint ventures amounting above 1 crore 5. Empanelment of firms for fund mobilization.
FINANCIAL POWER :-
  • Executive Director
    1. Executive Director will have powers to sanction an amount up to and including Rs. 10 lakhs in running schemes and      projects.
    2. Executive Director will have powers to sanction up to and including Rs. 10,000/- in specific request for help based on    the decision taken in implementing team meeting.
  • Director Social Justice :-
    1. Director of Social Justice will have powers to sanction an amount above 10 lakhs up to and including Rs. 25 lakhs in      running schemes and projects.
    2. Director of Social Justice will have powers to sanction an amount above 10,000 up to and including Rs. 25,000/- in       specific request for help based on the decision taken in review and implementing committee meeting.
  • Secretary Social Justice:-
    1. Secretary Social Justice will have powers to sanction an amount above 25 lakhs up to and including Rs. 1 crore in        running schemes and projects.
    2. Secretary Social Justice will have powers to sanction an amount above Rs. 25,000/- up to and including Rs one lakh      in specific request for help based on the decision taken in executive committee meeting.
  • Governing Body:-
    1. Governing body chairman will have a power to sanction an amount up to and including Rs 10,000 as distress relief        for chronic debilitating illness such as cancer patients, patients on regular dialysis for renal failure, stroke, Detailed      guidelines will be formulated separately.
    2. Governing Body will have powers to sanction an amount above 1 crore in running schemes and projects.
    3. Governing Body will have powers to sanction an amount above Rs one lakh in specific request for help based on the      decision taken Governing Body Meeting.
ACCOUNTS AND AUDIT
The entire donation to the Kerala Social Security Mission will be credited to a separate bank account under the name of ‘We-Care’. The present bank accounts opened for public contribution and FCRA registration will be operated in the name of ‘We-Care’ to receive national and international contributions. The bank account of ‘We-Care’ shall be operated jointly in the name of Secretary to Government, Social Justice Department, Executive Director, Kerala Social Security Mission and Accounts Officer Kerala Social Security Mission. Withdrawal of funds up to 5 lakhs shall be under the joint signature of the Executive Director, Kerala Social Security Mission and Administrative cum Finance Officer, Kerala Social Security Mission. Cheques above 5 lakhs shall be drawn under the joint signature of Secretary Social Justice Department and Executive Director, Kerala Social Security Mission.
The audit of accounts will be subject to statutory annual audit and social audit. The Social audit team will be appointed by Governing Body of Kerala Social Security Mission. Kerala Social Security Mission will identify prominent personalities in various fields such as NGO’s government officials, media persons, legal authorities, representative from the chamber of commerce and industry, retired high government officials and members of the charted accountants society of India as a part of the expert team members under ‘We-care’. No administrative expenditure will be met from the We Care fund. Audited statement of Accounts of WE-CARE with the comments of Additional Chief Secretary/Principal Secretary, Finance Department theron shall be placed before the Kerala Legislative Assembly within the first half of the succeeding Financial Year.

Planting of news items/advertisements in print media can also be adopted. Measures like, a separate column for charity related activities will help a long way in creating mass public attention and awareness.

The World Wide Web opens up our fundraising network to far beyond immediate contacts. Crowd sourcing websites are very common and very successful. Profile/Project page can be set up and have people donated to We-care through these sites by various means of online banking.

Social Network Medias like Face book, Twitter, Google Plus etc. will be utilized to give wide publicity to Mission’s activities/Mobilization campaigns.
  • Social Events to propagate the message of KSSM through
Events like Marathon events/ shows conduct by channels, celebrities sponsored programmes, film festivals, religious events organized by the churches/ mosques/ temples, events organized by the organizations etc will be utilized for branding Mission’s activities.
IMPLEMENTATION STRATEGY
The beneficiaries will be identified by Kerala Social Security Mission after scrutinizing applications. Modalities for disbursement of funds will be decided by the Implementation Team under Kerala Social Security Mission. The task of doing the “We Care” initiatives will be exclusively entrusted with a dedicated team consisting of at least 3-4 members at the Kerala Social Security Mission Head office.
PROFESSIONAL AGENCY FOR RAISING FUNDS
Expression of interest (EOI) will be invited to select professional agencies for formulating & implementing various strategies for fund collection. Separate guidelines will be prepared and submitted for selection of such agencies.
REVIEW MECHANISM Kerala Social Security Mission will constantly monitor the utilization of this service thorugh the officials of Social Justice Department & Kerala Social Security Mission of respective districts. Implementation committee and executive committee and Governing Committee will monitor and review programme regularly.
SCOPE OF NGO,S & PRIVATE SECTOR INVOLVEMENT
Expertise, Service and professional support from the leading NGO,s who are well versed in service oriented activities will be entertained.
TIME LINES All
The projects have been conceived with a long term view. However the implementation has been planned for one year initially. The implementation plan for the subsequent years will be drawn up on the basis of the progress and impact made by each Project during the first year. A review of the needs and feasibility will be carried out at the end of the year to evaluate continuation of the same project or redesigning new programmes.
DOCUMENTATION
Monthly reports will be prepared at Kerala Social Security Mission level and submitted to the Chairman, Vice Chairman & Executive Committee Members. Apart from this, site visits, progress reports and impact reports will be prepared and submitted to the Committee by the team members as and when necessary. All reports will be available in the Kerala Social Security Mission website as well as various social media sites. A newsletter detailing the activities will also be published quarterly for wide distribution.
TRANSPARENCY
The total transparency will be maintained by e- based information and accounting system which is also available in the web site. No administrative expenditure will be from the We Care fund.
CONCLUSION
The Social Justice Department of Kerala through Kerala Social Security Mission hopes to set a benchmark on charity initiatives among Governing Sector by building with the community and extending support by various Government Schemes. In the long run, Kerala Social Security Mission plans to draw other Government Departments, Public/ Private Organizations , NGO’s and other PSUs with similar outlook to partner and strengthen the scope and reach of its initiatives to benefit maximum number of people from the state. State Initiative on Disabilities (SID)

The United Nations Convention on the Rights of Persons with Disabilities recognizes that disability arises from the combination of impairments and barriers that "hinder full and effective participation in society on an equal basis with others". The impairments can include "long-term physical, mental, intellectual or sensory impairments" whilst the barriers can be attitudinal or environmental. Disability has long been regarded as a social issue, requiring social responses. A person with disability may need assistance - formal or informal - to fully participate in society.
While acknowledging that the initiative of the State in the past have not had a significant impact either in prevention of disabilities or in early intervention and rehabilitation the Kerala State Government has decided to start a new initiative “State Initiative on Disability - Prevention, Detection, Early Intervention, Education, Employment and Rehabilitation”. Government has very specifically directed that this initiative is to “be implemented in the Mission mode by Department of Social Justice with the active involvement of the Department of Healthand Department of Education”. The scheme has the following significant components as integral part of the initiative.

Action Plan for First Phase :

  1. Rubella & MMR Vaccination : To prevent various disabilities including mental retardation, deafness and visual impairment.
  2. Universal Hearing Screening : To provide Oto Accostic Emission (OAE) Screeners to all maternity hospitals in Govt sector for ensuring hearing screening to all new born babies.
  3. District Early Intervention Centres : To establish 14 District Early Intervention Centres in Kerala State to detect and intervene development delay/disabilities at early stage. These Centres will provide all kinds of assessments and therapies required for the children with development delay/disabilities.
  4. Training for Anganwady Workers : To impart training programmes for Anganwady Workers for early detection of development delay/disabilities at grass root level.
  5. Human Resource Development : To design various Courses/Programmes/Trainings in the area of disability to augment capacity building.

Welfare Institutions

Care Givers for Institutions


There are 74 Welfare Institutions functioning under Social Justice Department and the present staff pattern of these institutions does not provide nursing staff or care giving staff.  Most of the institutions are functioning with 3 or 4 staffs and the staff pattern is one superintendent, matron, peon, cook etc. Some other institutions the staff pattern is superintendent, caretakers, deputy superintendent, clerk, cook, peon etc . The institutions like asha bhavan, old age home have staff pattern of superintendent, ayah, nurse, cook, PT doctor etc.  But the number of inmates in most of these institutions exceeds their sanctioned strength and it is very difficult to manage the institutions with the limited staff.
Most of the institutions are presently functioning as shelter homes providing shelter & food. The KSSM has initiated this project to extend care services to the needy residents who are living in our institutions.  Kerala Social Security Mission has initiated a pilot programme for providing care providers to the neediest institutions like Old Age Home and Asha Bhavan and  the Mission has selected 8 old age homes and 5 Asha bhavans under the project during the year 2012-13. The successful experience in introducing such initiative in welfare institutions, KSSM has proposed to extend the scheme to  all welfare institutions under the department based on their requirement and considering the number of inmates during the year.

Out of the current year’s budget allocation, Mission had provided 77 multi task care givers, 16 Nurses to the welfare institutions and we have sanctioned 11 social workers to the respective districts except Trivandrum and Kozhikode. Considering the number of institutions situated in a complex at Trivandrum & Kozhikode, mission has decided to set up a mobile clinic with a vehicle consisting of one Allopathy and Ayurveda doctor, Nurse, Counselor, Yoga Trainer, Social worker for the welfare of the inmates of all institutions in the district. The services of the team can be utilized to all institution based on a prescribed schedule prepared by KSSM in consultation with the Director, Social Justice Department.
During the next year (2014-15) we are proposed to extend the service of care staffs and the professional staff to all welfare institutions based on the requirement, considering the number of inmates and on the standards fixed for each institutions specified in the Acts and Rules. We are also planning mobile clinics to certain other districts where the institutions are functioning in a complex. We are also proposed to purchase medical equipments like B.P apparatus, glucometer etc. and medicines for the use of inmates of the welfare institutions on the basis of the requirements suggested by the professional team. We are also planning to impart special training in child care, geriatric care, disabled care, health care and the overall management of the institution to all the care staffs including professional staffs working under the scheme.

Prathyasha

“Prathyasha” is an innovative programme launched as a joint venture between Malabar Group, who is a frontrunner in the practice of philanthropic activities and corporate social responsibility (CSR) and Kerala Social Security Mission (KSSM). Without any doubt, marriage is part of the social agenda of human life, but in poor families the parents are not able to afford the escalating marriage expenses. The main objective of the Prathyasha scheme is to help economically poor parents in getting their daughters married.
As part of this programme 2000 girls belonging to poor families are provided with a marriage assistance dole of Rs 50,000 each using the funds raised by Malabar group and Kerala Social Security Mission (Rs. 5 crore each funded by Malabar group as CSR & KSSM). Before March 2014 this scheme intends to provide marriage assistance to 2000 girls. In the first phase of the scheme marriage assistance for poor girls and mobile clinics will be implemented.
In this present scenario where the marriage has become an expensive occasion, there is no doubt that this programme would bring a new ray of hope and prove to be a helping hand for deprived and downtrodden families who are struggling to meet the marriage expenses of their daughters.

Karunya Deposit


The scheme is intended to raise resources for the medical and educational support of physically or mentally challenged children attending special schools or who are inmates of orphanages/ institutions etc. The aim is to attract depositors who are willing to deposit sums of at least Rs.One lakh or its multiples as (Corporate Social Responsibility) funds. The money raised would be deposited in the state treasury for one year and is renewable on annual basis. The incentive of 15 % paid by the government will be used by the Mission for meeting the special requirements of these children.
The depositor would have the option to select the child, orphanage or special school, area etc or to leave the further selection of the beneficiary to the Head of the orphanage/special school or to the Mission. Recently Malabar Cements Ltd (MCL) has drawn up several CSR programmes in association with Kerala Social Security Mission. As part of this innovative programme MCL has provided Rs. 20 lakh for meeting the educational and medical expenses of the mentally and physically challenged children at the state level. 20 students would be benefited through this fund.
The criteria for the selection of the child are as follows:
1. Must be between the age group of 5 and 18.
2. Must be mentally or physically challenged.
3. Must be a school going resident of an orphanage or a student of a special school which can be in the government, aided or unaided sector and recognized by GOK or GOI.
The incentive amount generated from the deposit shall be released to the head of the institution. He/She shall spend it only on any of the following items for the beneficiary child.
  1. Medical care including surgery and special equipments.
  2. Tuition Fees, including special tuition.
  3. Nutritional supplement.
  4. Clothes
  5. Computer
If any organisation, whether in India or abroad, manages to attract at least 100 deposits of Rs.One lakh each, in a financial year , then such organization would be paid an incentive equal to 0.5% of the total deposits. This would be paid only after all the deposits canvassed by the organisation completes one year of deposit.

The Problems of unwed mothers are linked with various socio-economic and cultural variables. In Kerala, this problem is coupled with the ignorance and exploitation of the backward classes.It has been pointed out that there are many women in Wayanad and other districts of Kerala who are victims of social exploitation and atrocities and are often forced to become unmarried mothers.Unwed mothers have the special need for education, employment, health care especially reproductive and child health. Quite often they are neglected from the main stream of life. The percentage of abortion related hazards and death is high among teenage unwed mothers.
Taking these facts into consideration the government has initiated a project named “Snehasparsham” that intents to protect and help unwed mothers. As part of this project government is giving 1000 Rs. per month to them

The largest number of unwed mothers belonging to ST communities lives in Waynad district. It is estimated that there are nearly 400 unwed mothers living in pathetic conditions. Many of them do not have proper living conditions like house, sanitation, health care etc. Many of them are facing exploitations from outside resulting in hunger, poverty, illiteracy, high dropout rate among school going children and weak empowerment of women etc. In spite of sincere efforts by various departments and agencies, their condition remains unchanged. It is therefore necessary to address their problems in a time bound manner.
But now according to the latest survey conducted by Social Justice Department in Wayanad it is identifies that there are only 226 unwed mothers who are eligible to get the assistance of the scheme.
One curious fact that can be noted that the women who are exploited never blame the person who caused their misery, largely due to their style of living . At a young age they long for love and care. Their husbands do not stay with them for long. They go in search of job and sometimes do not come back. Their place is taken up by someone else whom these women believe in. Therefore their condition becomes pathetic and it becomes necessary to address their problems too.
Many efforts and rehabilitation programmes have been taken by various departments and agencies to improve their condition, but their condition remains unchanged. It is in such a situation that Social Security Mission had taken up such an initiative with govt to provide assistance to these exploited women where the money doesn't get diverted but instead reaches the eligible person through electronic money order.

Vayomithram


Kerala Social Security Mission is implementing the Vayomithram project which provides health care and support to elderly above the age of 65 years residing at Corporation/Municipal Areas in the state.The Vayomithram project mainly provides free medicines through mobile clinics, Palliative care, Help desk to the old age. The project implemented as a joint initiative to LSGD in the area. (Municipality/Corporation).
The project started its function on 2010-11 financial year in Kollam and Trivandrum Corporation and extended to 12 district head quarters in 11-12 financial year. As a part of extension of project 9 new projects were started in 12-13 financial year and 2 new projects in 13-14 year.  (Total 25 projects)
KSSM has decided to start 9 more projects in the current financial year up on the priority of the basic support provided by the municipality. Marad (Ernakulam), Manjeri, Kottakkal (Malappuram), Vadakara (Calicut), Chalakkudy (Thrissur) municipalities has expressed their interest for the project.
 1) Mobile clinic service.
Vayomithram provides medicines free of cost by conducting mobile clinics in ward basis in the area. There is no economic criteria for availing the service. Each mobile unit comprises of Medical Officer, Staff Nurse and JPHN.
2)   Palliative care service
This service intends to provide palliative care for the bed ridden patients in the project area. Special trained nurses and JPHN's are available for the service.
3) Help Desk
Vayomithram co-ordinators provide help desk service to the needy old age in the area. The old age can avail the help from the vayomithram office.
4) Other services.
  • Special Medical Camps are conducted in project area for aged (eye camp etc)
  • Special entertainment programmes like Sallapam, Snehayathra were conducted mainly for the destitute in old age home and vayomithram beneficiaries
  • Sponsorship programmes were conducted with the help of NGO's, Institutions in the area.
  • Conducted special day programmes (Related to health and welfare) in the area.
  • Counseling service has been providing by vayomithram co-ordinators with reference of doctors from mobile clinics.
  • Active involvement of Vayomithram in Social issues related to old age in the area. (Rehabilitation etc).
